How to Apply
  • Find the applications you need below, organized by department for easy access.
  • Applications are listed alphabetically.
  • Some applications are available online through our Permit Portal, while others must be submitted as PDFs or fillable forms. We’re working to bring more applications online soon.
  • For Community Development and Planning/Zoning applications not available in the Permit Portal, you can submit your application in two ways:
    • By email: Download the PDF form, fill it out, scan it, and email it along with any required submission items to Zoning@fairfaxva.gov. If there are large files to send, you may consider using a secure filesharing website such as Dropbox. You will be emailed an invoice for the application fee and instructions for payment.
    • By mail: Download the PDF form, fill it out, and mail it together with a check for the application fee made payable to City of Fairfax and any required submission items to Community Development and Planning, 10455 Armstrong Street, Fairfax VA 22030.
  • For applications not available in the Permit Portal for the other City Departments, open the linked PDF or webpage for submission instructions or contact the Department directly with questions.

Business License Application Revenue Link to Portal  For new businesses wishing to operate in the City, use this portal to apply for a business license. Start by also applying for a Commercial Use and Occupancy Permit (see separate item in this table).
Business License Renewals Revenue Link to Portal  For existing businesses in the City, use this portal to renew your business license and pay BPOL taxes. This must be done by March 1 annually.
Certificates of Appropriateness (BAR) MAJOR Planning/ Zoning Link to PDF  Architectural review for major changes to the exterior of a structure or property, including but not limited to: New buildings, additions, painting. Excludes most residential uses.
Certificate of Appropriateness (BAR) MINOR Planning/ Zoning Permit Portal  Architectural review for minor changes to the exterior of a structure or property, including but not limited to: Awnings, changes to windows and doors, lighting, and signage in certain Overlay Districts. Excludes most residential uses.
Certificate of Occupancy Code Admin  N/A  This is issued from the permit portal as the final step of the Building Permit review process for new buildings and alterations resulting in changes to assigned Building Code Use Group.
Charitable Organization Exempt from Licensing Police Link to PDF  Required in order for a charitable institution to be exempt from the requirement to obtain a City Business License. For more information, click here.
Chesapeake Bay - RPA Site-Specific Study Planning/ Zoning Link to PDF  This is submitted if there are Resource Protection Area (RPA) boundary disputes. The RPA generally includes wetlands and flowing water bodies and a 100-foot buffer around them.
Chesapeake Bay - Water Quality Impact Assessment Planning/ Zoning Link to PDF  Required when there are improvements proposed in the Resource Protection Area (RPA). The RPA generally includes wetlands and flowing water bodies and a 100-foot buffer around them.
City Wheels Public Works Link to page  This program provides alternative transportation within the City, to the Vienna/Fairfax-GMU Metrorail station, to George Mason University, and to Fair Oaks Hospital for city residents who are disabled. The fare for this service is $3.20.
Code Modification Code Admin Permit Portal  Code modifications are used to modify the VUSBC or VCC and gain approval through the Building Official.
Commercial Use and Occupancy Planning/ Zoning Permit Portal

 Required for any new businesses in the City, for businesses relocating within the City, or for businesses changing their operations, name, or ownership.

  • Must be approved in order to receive a business license.
  • Must be approved in order to receive a sign permit.
DEQ CGP Permit Package Planning/ Zoning Link to PDF  This submission is required as part of Site Plan and House Grading Plan review (see separate items on this page). This form applies to single-family residential construction with land disturbance equal to or greater than 5 acres and to all other construction projects with one acre or greater of land disturbance.
Dockless Micromobility Program Permit Public Works Link to page  Required to operate a dockless scooter sharing business within the City. Applications for FY 2026 will be available soon on the web page linked to the left. Requires annual renewal.
Economic Development Grants and Incentives Economic Development Link to page  Fairfax City Economic Development (FCED) offers a variety of grants and incentives for businesses in the City.
Electrical Hookups (ROW Only) Permit Public Works Link to PDF  Required for electrical hookups in the right-of-way, including new or temporary service as well as new, replacement, or upgraded panels and sub-panels.
Electrical Permit, Commercial Code Admin Permit Portal  Trade permit for new electrical installations or modifications in commercial structures or any structure 4 stories or greater in height.

Explosives Use Permit SFPC15 Code Admin Link to PDF  Required for use of explosives in demolition or construction.
Faculty Research Commercialization Program (MEC) Economic Development Coming soon  Researchers seeking funding for commercialization grants and in need of a physical address for their fundraising may qualify for no-cost space at Fairfax City’s Mason Enterprise Center (see separate item on this page). Firearms Dealer Permit Police Link to PDF  Required in order to sell firearms in the City. For more information, click here.
Fire Prevention Code (FPC) Permit Code Admin Link to PDF  This permit is required when a Fire Marshal inspection is performed. For commercial spaces, this inspection will take place annually. The Office of Code Administration will contact you if this form/inspection are required as part of any permits you have in review.
Fire Protection Permits Code Admin Permit Portal  Building permits for installation of or modifications to fire alarms, sprinkler systems, or alternate fire extinguishing system. For more info, see Permit FAQ.
 Fireworks Permit Code Admin Link to PDF  Required to hold fireworks displays in the City.
 Flex Card Economic Development Link to page  This is a gift card exclusively redeemable at local businesses. Businesses that wish to participate can apply online with the link at the bottom of the web page to the left.
 Floodplain Permit Planning/ Zoning Link to PDF  Required for any construction or site work that is within the FEMA designated floodplain boundaries, or work that impacts the floodplain.
 FOIA Request City Clerk Link to page  Submit a Freedom of Information Act request to receive non-privileged materials, such as documents and correspondence, from the City.
Gas Permit, Commercial Code Admin Permit Portal

 Trade permit for new gas installations or modifications in commercial structures or any structure 4 stories or greater in height. For more info, see Permit FAQ.

Green & Alternative Energy Job Tax Credit Economic Development Link to page   This state-administered program allows a credit against the Virginia individual or corporate income tax for each new green job that pays an annual salary of at least $50,000 that is created within the Commonwealth by the taxpayer.
 Hauling Permit Public Works Link to PDF   This permit is required for hauling large loads associated with construction or infrastructure projects into the City. Hauling this type of material through the City is not permitted. For more information, click here.
 House Grading Plan – Erosion & Stormwater Management (ESM) Intake Checklist  Planning/ Zoning  Link to PDF   Intake checklist identifying required items for staff to deem a house grading plan submission complete.
 House Grading Plan – Erosion & Stormwater Management (ESM) Package Planning/ Zoning Link to PDF Required in order to build a new single-family detached house in the City, as well as large additions thereto and installation of pools. Involves engineered drawings and technical plan review by several City departments.
Inspection: Backflow Prevention Code Admin Link to PDF  This is a third-party inspection that must be completed in advance of your FPC inspection (see separate item in this table). The linked form must be filled out by the testing company and either emailed to Code Administration (email to the left) in advance of your FPC inspection or given to the Fire Marshal at the time of your FPC inspection. This is generally required for businesses with a fire suppression system connected to municipal water.
Inspection: Building and Trade  Code Admin Permit Portal  Schedule inspections for building and trade permits through the permit portal as part of the Building Permit and Trade Permit processes (see separate items on this table).
Inspection: Elevators Code Admin Email  These inspections are conducted by a third party called NEIS (email linked to the left). For building permits issued by the City for elevators, the applicant must coordinate with NEIS to schedule their elevator acceptance test at the same time as the final building inspection by the City. For commercial and multifamily buildings, an annual inspection is required. The City will notify applicants via email with an invoice and instructions to coordinate the annual inspection with NEIS.
Inspection: Home Child Care Code Admin N/A  This is an annual Fire Marshal inspection required for in-home daycares. The inspection must be requested by daycare providers by calling or emailing Code Administration (703-385-7830, email to the left). This inspection is required in order to satisfy County and State licensing requirements.
Inspection: Pool (outdoor public or community pools only) Code Admin Link to PDF  This is an annual FPC inspection (see separate item in this table) that must be passed prior to opening of commercial or community outdoor pools, which are permitted to operate from Memorial Day weekend until Labor Day weekend annually. Code Administration will reach out to applicants via email with an invoice for the inspection. A commercial electrical permit must also be applied for and issued through the Permit Portal (see separate item in this table). Both the FPC inspection and electrical inspection are conducted simultaneously. These inspections must be passed in advance of the County's required Health Department inspection for public pools.  Inspection: Rental Code Admin  N/A Rental Certificate of Compliance (see separate item on this page) to establish a residential rental unit in the City, and then every four years after establishment.
Inspection: Use (Fire Marshal) Code Admin  N/A  This inspection is required for new buildings, additions, and when a new use is established in an existing structure. Code Administration staff will contact you directly to schedule this if required. See more on the Inspections Info webpage.
 International Landing Program Economic Development  N/A  International companies looking for a U.S.-based office will be offered an array of free services including mentoring services, market analysis, funding opportunities, and reimbursable support for administrative needs related to your move to Fairfax City. For questions, use the email link to the left.
International Trade Facility Tax Credit Economic Development Link to page

 This state-administered program provides grant funding to eligible facilities that increase trade activities at port facilities located in Virginia.

  • $3,500 per new qualified full-time job
  • 2% of qualified trade-related investment expenses made by applicant
Major Business Facility Job Tax Credit Economic Development Link to page  This state-administered program provides companies locating or expanding in Virginia a $1,000 income tax credit for each new full-time job created over a threshold number of jobs (50).
 Mason Enterprise Center (MEC) Fairfax Economic Development  Link to page  A business incubator providing office space and shared office services such as a receptionist and secretarial services. Those interested in utilizing the facility can email Eddie Hill: ehill25@gmu.edu.
Massage Establishment Permit Police Link to PDF  Required to operate a massage business excluding massage therapy, which has its own permit application. For more information, click here.
Massage Therapist Permit Police  Link to PDF  Required to operate a massage therapy practice in the City. For more information, click here.
Mechanical Permit, Commercial Code Admin Permit Portal  Trade permit for new mechanical installations or modifications in commercial structures or any structure 4 stories or greater in height. For more info, see Permit FAQ.
Mechanical Permit, Residential Code Admin Permit Portal  Trade permit for new mechanical installations or modifications in residential structures. For more info, see Permit FAQ.
New Company Incentive Program Economic Development Link to PDF  Eligible companies that establish a new presence in Virginia are offered a modified state corporate income tax for seven years and access to the Commonwealth’s Development Opportunity Fund (COF).
Non-Charitable Canvassing, Peddling or Soliciting Permit Police Link to PDF  Required within City limits for door-to-door solicitation of product orders or sales, poll-taking, event promotion, and similar activities. Also required to sell merchandise from temporary stalls. Excludes charitable organizations such as religious institutions and political parties. For more information, click here.
Non-Structural Stormwater Utility Credit Application Public Works Link to page  Property owners who participate in the Non-Structural practices and opportunities available in the Credit Manual may earn credit on their SWU fee by submitting this application with the required documentation.
Outdoor Dining Permit City Manager Link to page  This seasonal permit allows restaurants in the City to have temporary outdoor seating areas set up from March through December. Must be renewed annually. For more information and for program guidelines, click here.
Pawn Broker/Precious Metals Dealer Permit Police  Link to PDF  Required for any businesses in the City involved in dealing or purchasing precious metals, gems, and similar items. Also required for pawnshops, wherein the broker takes on property as collateral for a loan. For more information, click here.
Planned Development (Rezoning)  Planning/ Zoning Link to PDF  This type of rezoning results in a Planned Development, wherein development standards such as dimensional and use requirements are unique to the site.
 Plat Application Planning/ Zoning Link to PDF  Use this application to dedicate an easement or record a plat.
Plumbing Permit, Commercial Code Admin Permit Portal

 Trade permit for new plumbing installations or modifications in commercial structures or any structure 4 stories or greater in height. For more info, see Permit FAQ.

R&D Tax Credit  Economic Development Link to page  This state-administered program allows a refundable individual and corporate income tax credit for incurring Virginia qualified research and development expenses during a taxable year.
Renaissance Housing Corp Loan Planning/ Zoning Link to PDF  This program administered by the nonprofit City of Fairfax Renaissance Housing Corporation in partnership with a local bank makes available loans of $10,000 to $350,000 exclusively for residents of the City of Fairfax wishing to make eligible improvements to their homes.
Renaissance Housing Corp - Contractor/Retailer Reference Form (Citizen Input) Planning/ Zoning Link to PDF  Recipients of Renaissance Housing Corp Loans can use this form to submit feedback to the City on the contractors they hired to perform the construction work.
Renaissance Housing Corp - Contractor/Retailer Reference Form (Vendor Input) Planning/ Zoning Link to PDF  Contractors wishing to provide info on their services to prospective Renaissance Housing Corp Loan applicants looking for contractors can fill out and submit this form to the City to keep on file.
Rental Certificate of Compliance Code Admin Link to PDF  Required in order to list a property for rent in the City. Must be renewed every 4 years. See program requirements in the manual.
Residential Permit Parking Districts (RPPD) Public Works Link to PDF  Fill out this form to request the City conduct a residential parking study in your neighborhood. A petition must be signed by 66% of affected households in the study area (minimum 4 contiguous blocks).
Residential Accessory Use Permit Planning/ Zoning Permit Portal  Apply for an Accessory Dwelling Unit, keeping of chickens or bees, and Minor Home Occupations (businesses operated out of a home).
Residential Use Permit (RUP) Planning/ Zoning N/A  A RUP is needed in addition to a Certificate of Occupancy in order for a residence to be legally occupied (see separate item on this page). This requires inspections by various City staff and is issued as part of the Zoning Permit – Residential review process (see separate item).
Restaurant Week Economic Development Link to page  If you are a restaurant interested in participating in Restaurant Week, register at the link to the left. Now accepting applications for Winter and Summer 2025.
Ribbon Cutting Ceremony Economic Development Link to page  Apply for this publicized event for your new business with social media coverage and attendance by City staff and elected officials. Must have a valid business license to operate in the City.
ROW/Easement Permit  Public Works  Link to PDF  Required to do any construction work within the City right-of-way or in City-owned easements. Includes street openings for new driveways. Applicants must coordinate with Fairfax Water for any work involving water service. For more information, click here.
Security Alarm Permit Treasurer Link to PDF  Required for installation of security alarm systems in industrial or commercial buildings. This is not required for residential uses but encouraged so emergency contact information can be on file with the City. For more information, click here.
Sidewalk petitions Public Works Link to PDF  Fill out this form to request the City evaluate the feasibility of constructing a new sidewalk on your street. A petition must be signed by 66% of affected households. Due annually September 1 for consideration during the following budget year.
 Sign Permit - Permanent Planning/ Zoning Permit Portal  Required to install permanent signs for businesses (wall-mounted, ground-mounted, window, awning, etc.). A valid Commercial Use and Occupancy Permit must be approved prior to a sign permit being issued.
Sign Permit - Temporary Planning/ Zoning Permit Portal  Required to put up a special event sign or a yard sign greater than 12 SF and up to 36 SF in single-family or townhouse residential districts. Many temporary signs such as grand opening banners, political signs, and seasonal displays do not require a permit as long as they meet Zoning requirements.
 Site Plan Intake Checklist  Planning/ Zoning Link to PDF  Intake checklist identifying required items for staff to deem a site plan or subdivision plan submission complete.
Site Plan Package Planning/ Zoning Link to PDF  Required for development disturbing 2,500 SF of land area or more. Involves technical plan review by several City departments.

Small Business Saturday Economic Development Link to page  Fairfax City Economic Development (FCED) partners with the Central Fairfax Chamber of Commerce and the Old Town Fairfax Business Association to put on this event annually the Saturday following Thanksgiving to highlight local businesses in the City. Businesses interested in participating can email Tara.Borwey@fairfaxcityecondev.org.
Small Cell Antennas and Wireless Facilities License Agreement Public Works Link to PDF  Required to install or replace small cell telecommunications facilities in the City’s right-of-way. A ROW Permit is also required for new facilities (as opposed to modifications to existing facilities, see separate item on this page).
Special Events – Temporary Use Permit Planning/ Zoning Permit Portal  Required to operate temporary special events such as car shows, carnivals, circuses, dog shows, festivals, fairs, and fireworks shows. Allows for an event not more than 10 days in a six-month period.
Special Exception, Special Use, Variance / AKA Land Use Case  Planning/ Zoning Link to PDF  Needed in order to construct or operate something that is not consistent with Zoning Requirements (e.g. doesn’t meet by-right use or dimensional standards). Requires a public hearing where either the Board of Zoning Appeals or City Council vote to approve or deny the request.
Stocking Permit Code Admin Link to PDF  Required for storage of merchandise or furniture in a structure prior to issuance of a Certificate of Occupancy. All fire protection systems must be permitted and inspected (see separate item Fire Protection Permit).
Structural Stormwater Utility Credit Application Public Works Link to page  Property owners who own and maintain a Stormwater Management Facility may apply to earn credit on their SWU fee by submitting this application with documentation demonstrating the facility is in good condition.
Subdivisions Planning/ Zoning  N/A  Subdivide a property into multiple distinct tax parcels. Email Zoning staff at the email linked to the left to request the subdivision application package.
Surety Value Estimate Form Planning/ Zoning Link to form  This fillable excel sheet can be used to calculate an estimated surety value, which must be included with Bonding application submissions (see separate item on this page).
Temporary Uses Permit (Commercial or Residential) Planning/ Zoning Link to PDF  Required for temporary installation of items such as pick-up/drop-off containers, construction offices, family healthcare structures, sales offices/model homes, storage pods, vehicle storage, and similar temporary uses.
Traffic Calming Petition Public Works Link to PDF  Fill out this form to request the City conduct a traffic calming study on your street. The petition must be signed by 66% of households on the study street and 50% of households on streets intersecting the study street.
Tree Removal Permit Planning/ Zoning Permit Portal  Required to remove a tree from your property that is 5 inches in diameter at standard height (4.5 feet above the ground). For properties zoned RL, RM, or RH, a permit is only needed if the property is larger than half an acre.
Tree Trimming and Removal in ROW and Parks Public Works N/A  Dominion provides routine tree trimming services for their overhead powerlines on a 3-4 year cycle. Issues can be reported to Dominion by calling 1-866-366-4357. For tree issues in the right-of-way and parks not affecting powerlines, please contact the City at Trees@fairfaxva.gov or submit a 311 request.
VESMP Local Permit Package Planning/ Zoning Link to PDF  This submission is required as part of Site Plan and House Grading Plan review (see separate items on this page). This form applies to single-family residential construction with land disturbance between 2,500 sq. ft. and less than 5 acres and to all other construction projects with land disturbance between 2,500 sq. ft. and less than 1 acre.
Virginia Jobs Investment Program (VJIP) Economic Development Link to page  This state-administered program offers funding and services to support new job creation or upskilling in conjunction with new or expanding operations. The cash grant and accompanying services are intended to offset a company’s recruitment and training costs.
Virginia state business incentives Economic Development Link to page  The Commonwealth of Virginia offers a variety of funding opportunities for localities, organizations, and individuals, available at the link to the left which will bring you to the Office of the Governor website.
Virginia Talent Accelerator Program Economic Development Link to page  This state-administered program provides free training and recruitment solutions to qualified new and expanding companies as an incentive for job creation.
Wastewater Lateral Repair and Replacement Program Public Works Link to PDF  This program allows property owners that are replacing or repairing their wastewater laterals to share a portion of the cost with the City through reimbursement. Steps for applying for reimbursement can be found on the program webpage.

Worker Training Tax Credit Economic Development Link to page  This state-administered program allows a tax credit equal to 35% of all classroom training costs, including credit or noncredit courses that results in the employee receiving a workforce credential, or instruction or training that is part of an apprenticeship.
Written Interpretations Planning/ Zoning Permit Portal This can be applied for if an individual is uncertain about the text of the Zoning Ordinance and needs the Zoning Administrator to make an official interpretation.
Zoning Compliance Letter Planning/ Zoning  N/A  This letter, authored by the Zoning Administrator, responds to specific questions about the current zoning of a property and/or the history of approvals and violations on a property. This can be requested by sending a written request on letterhead as an attachment to an email to Zoning@fairfaxva.gov. The request should contain the street address, tax map number, and letter recipient contact info. A flat $525 fee will be invoiced to you via email upon receipt.
Zoning Map Amendment Package (Rezoning)  Planning/ Zoning Link to PDF  This application is submitted in order to rezone a property. This requires a hearing with City Council for a final decision.
Zoning Permit – Commercial Planning/ Zoning Permit Portal  Zoning Permits accompany Building Permits and allow staff to ensure construction work is zoning compliant. Commercial Zoning Permits are applied for in the permit portal under a separate application from Building Permits. Staff will contact you after you file for a Building Permit if you need to file for a Zoning Permit.
Zoning Permit – Residential Planning/ Zoning Permit Portal  Zoning Permits accompany Building Permits and allow staff to ensure construction work is zoning compliant. Residential Zoning Permits and Building Permits are applied for at the same time in the permit portal.
